Ellicott City Water Company, has been assigned to collect water and sewer fees for the communities in Taylor Village, including  Taylor Highlands and others on the community map. These annual fees are  due each year by January 1 for 33 years in lieu of higher home prices.  The fees are to offset the cost of installing water and sewer service to the covered homes. Each household will still pay separately for the cost of the water and sewer service they use.  The fees are a contractual obligation between the lienholder, Ellicott City Water Company, LLC,  and each owner of a covered home and is not in any way a fee or assessment imposed by Howard County.  If bills are not paid promptly, late fees and interest are added to the amount due as permitted by law.  

The lien established may be enforced under the Maryland Contract Lien Act, Annotated Code of Maryland, Real Property Article, §14-201, et seq., as the same may be amended from time to time, or any similar law that may subsequently be enacted, and the Ellicott City Water Company, LLC may foreclose the lien against the property by sale pursuant to Title 14 of the Maryland Rules of Procedure.  To avoid extra expenses, please pay timely.
